It is a fair question, and it is also where many teams are beginning to run into trouble.
What organizations are discovering is that while LLMs are undeniably smart, they are not strategic on their own. They do not understand the organization, its priorities, its operating model, or its constraints unless those things are continuously and systematically provided.

A system of context is not a prompt. It is not a document uploaded into a chat window and it is not a one-time configuration.
A system of context is the continuously maintained foundation that allows AI to act in alignment with the organization. It ensures that every output is grounded in shared understanding rather than generic language.
In the HR and TA domain, a system of context includes, at minimum:
- Business strategy and priorities
- Role design and success outcomes
- Job architecture and leveling frameworks
- Hiring standards and evaluation criteria
- Organizational language and values
- Historical hiring and performance data
- Constraints such as compliance, equity, and governance
Critically, this context must be structured, persistent, and reusable. It cannot live only in people’s heads or in static documents that go out of date the moment strategy shifts.
This is precisely why organizations are turning to automation in the first place, not because humans lack judgment, but because applying context consistently and at scale through manual execution alone has proven nearly impossible.
Without a system of context, every AI interaction becomes a fresh guess.
Why Custom Agents Struggle Without Context
Many HR teams are building custom agents using general-purpose LLMs. These agents often perform well in isolated tasks, especially early on, but as usage expands, several patterns emerge.
